Recovery Resources

The City of Garland and other community partners are facilitating access to recovery programs for Garland residents who have been impacted by COVID-19.  Assistance is available for a variety of services, including financial assistance for housing, utilities, food and medical expenses, as well as workforce training and job placement services, and counseling and emergency shelter assistance.

Rental and Mortgage Assistance Referrals

Qualifying households impacted by COVID-19 may apply for assistance with rental and mortgage payments during the pandemic.  Assistance is available through the following partners:

Catholic Charities of Dallas - Click here to check your eligibility and apply for this assistance. If you have any questions or would like to meet with case manager one on one for assistance with the application process you can leave a message at 214-257-0674. A Catholic Charities Representative will contact you as soon as possible to assist. One on one meetings can be scheduled, as needed, for Garland's Central Library every Monday and Wednesday, noon to 4 p.m.

Assistance in meeting food supply needs is available from Good Samaritan of Garland.  Seniors and disabled adults may also qualify for meal delivery services through the Meals on Wheels program.

Senior Citizens – Utilities, Food and Basic Needs - Referrals

In addition to the Meals on Wheels Program, additional utility assistance, food and basic needs assistance for Garland senior residents age 62 or older experiencing a loss due to COVID-19 are available through The Senior Source Elder Financial Safety Program.

Medical Services Referrals

No-cost medical services to Garland residents 18-years or older and affected by COVID-19 are being provided by Hope Clinic of Garland for individuals without health insurance or medical assistance coverage.

Counseling services are being provided for individuals and families that have expressed a negative impact due to COVID-19.  Income-eligible Garland residents receiving COVID related counseling services from the Counseling Institute of Texas may also be eligible for food services.

Domestic Violence Victim Referrals

Rental assistance and counseling services will be provided to women and children who have experienced domestic violence episodes due to the COVID-19 crisis through Hope’s Door New Beginning Center.

Additional Services

The American Red Cross has activated a Virtual Family Assistance Center for anyone who lost a loved one due to COVID-19.

If you are struggling to pay your City utility bills, please contact Utility Customer Service as soon as possible. Atmos Energy also is offering assistance resources to address natural gas bills.
