Recovery Resources

The City of Garland and other community partners are facilitating access to a variety of recovery programs for individuals, families and businesses.

Applications are now being accepted for $584,066 in rental assistance funding and $400,000 in mortgage/rental assistance funding. 


Garland residents who earn 80 percent or less of area median income can apply for rental or mortgage assistance through the Salvation Army. To register for this assistance, verify that your income is less than 80 percent in the income table on this page and contact the Salvation Army at 972-272-4531 or

Garland residents earning 50 percent or less of area median income who need rental assistance can register to apply through the form link below. This process is managed by the Garland Housing Agency (GHA). To register for this assistance, verify that your income is less than 50 percent using the income table on this page and complete the GHA Rental Assistance Registration Form. THIS FORM IS FOR RENTAL ASSISTANCE REQUESTS ONLY.

Participants must provide documentation of the impact of COVID-19 to their circumstances, including but not limited to the following:

  • Proof of job/income loss, temporary or permanent
  • Reduction in work hours/income
  • Copies of the following: valid, current state ID card, driver’s license or passport (for each adult in the household). Birth Certificate for at least each minor. Proof of income, if any (including current employment check stubs, unemployment benefits, TANF, etc.).
  • Proof of occupancy for all household members

Additional documents may be needed as the applicant progresses through the process.

Dallas County Program

CDBG-CV funding approved for distribution beginning July 1:

Housing Assistance – $502,000, Medical Assistance - $300,000, Food and Senior Services Assistance - $136,580, Mental Health Assistance - $130,000 and Program Administration Assistance - $267,145 for a total of $1,335,725.

Priviate Nonprofit Organizations/Agencies

OneStar Foundation is announcing the availability of $500,000 in grant funding through the Texas COVID Relief Fund to support organizations across the state working to ensure the economic recovery of communities in Texas. Basic information is as follows:

  • Grant range of $20,000 to $150,000
  • Limited to 501(c)3 organizations and government entities
  • Applications accepted beginning June 11
  • Application deadline June 25
  • Award notification date July 22

The application can be completed online

Must provide services that address immediate or long-term response and recovery efforts in one of the following areas:

  • Health
  • Education/Childcare
  • Community and Economic Development

Preference given to organizations with a history of:

  • Providing services statewide
  • Providing services to rural or underserved regions
  • Providing services to one or more vulnerable populations

The American Red Cross has activated a Virtual Family Assistance Center for anyone who lost a loved one due to COVID-19.

If you are struggling to pay your City utility bills, please contact Utility Customer Service as soon as possible. Atmos Energy also is offering assistance resources to address natural gas bills.
